Box 2574 Fido Net 1:352/333 :: :: Olympia, WA 360-786-9629 :: :: 98507-2574 USA The Quarto Mundista BBS :: ::::::::::::::::::::::::::::::::::::::::::::::::::::::::::: DOCUMENT: NCAIE845.TXT NATIONAL CONGRESS OF AMERICAN INDIANS EDUCATION COMMITTEE A Resolution of Support for Juvenile Drug Abuse Bill WHEREAS, 408 of the Indian population are under the age of 18 but only 1% of the IHS funds are authorized for the prevention, intervention, and treatment of alcohol and drug substance abuse of Indian youth; and WHEREAS, House Resolution 61-69, the Juvenile Alcohol and Drug Abuse Prevention Act, recognizes the responsibility of Indian Health Service and the Bureau of Indian Affairs and request that a moratorium agreement be made to provide monies for training in the area of alcohol and drug substances abuse prevention to: school board members, home school liaison personnel, tribe, college educators, school counseling personnel and school-parent advisory committee members on and near the reservation; and WHEREAS, such monies shall be available to all Indian- country school, BIA contract, public and private; and WHEREAS, educational facilities which serve Indian youths are limited in their abilities to adequately provide prevention and intervention of treatment services in the area alcohol and drug abuse for Indian youths due to the limits in funds for this designated area; and WHEREAS, Section 301(b)(2) of said bill stipulates that IHS shall offer, directly or through contract alcohol and drug abuse training to the following people: BIA, contract and public school boards on or near the reservations including Oklahoma and Alaska and parent advisors committee members, home school liaison personnel and tribes, and college educators. WHEREAS, a united voice from Indian people are needed in this issue. NOW, THEREFORE BE IT RESOLVED, that the NCAI actively notify Tribes and solicit support of HR-61-69 from other National Indian organizations. BE IT FURTHER RESOLVED, that the NCAI actively support House Resolution 61-69: The Juvenile Alcohol and Drug Abuse Prevention Act through coordination of lobbying efforts with the target date for the bills reintroductions of January, 1985.
