Box 2574 Fido Net 1:352/333 :: :: Olympia, WA 360-786-9629 :: :: 98507-2574 USA The Quarto Mundista BBS :: ::::::::::::::::::::::::::::::::::::::::::::::::::::::::::: DOCUMENT: NCAIE841.TXT NATIONAL CONGRESS OF AMERICAN INDIANS EDUCATION COMMITTEE A Resolution Regarding BIA Higher Education WHEREAS, present disbursement procedures of the BIA Higher Education Program produce undue hardship on some tribal students since many experience serious delay in receiving their scholarship stipends, even though they comply with FAS and enrollment schedules, and, WHEREAS, there appears to be a lack of communication among BIA agency officials and tribal higher education officers with tribal students, which impedes the success of this program, and, WHEREAS, tribes have noted a significant increase in applications for tribal & BIA higher education scholarship assistance from tribal students, but the BIA appropriations continue to decrease each year, and the tribes are forced to limit the amounts of awards, thereby creating serious financial hardship upon the students, and, WHEREAS, certain provisions of the BIA & tribal higher education scholarship assistance responsibilities have been performed in a manner inconsistent with good policy, such as a lack of student advocacy, communications with schools and universities, and student counseling, advisement, and monitoring, NOW, THEREFORE, BE IT RESOLVED, that the NCAI calls upon the Bureau of Indian Affairs to make improvements in: 1. the BIA system of disbursement of scholarship funds to tribal students to ensure the timely receipt of student funding. 2. their methods of communication among tribal scholarship offices, university financial aids offices, and students to enable the orderly management and operations of higher education programs. 3. higher education service provisions to scholarship recipients in areas of student advocacy, advisement, counseling, and monitoring. BE IT FURTHER RESOLVED, that the NCAI calls upon all tribes which contract for BIA higher education services to: 1. advocate for greater appropriations levels in the BIA education budget to provide for needed increases in scholarship assistance to American Indian and Alaskan Native Students, and 2. improve, where needed, higher education service provisions to scholarship recipients in areas of student advocacy, advisement, counseling, and monitoring per the terms of their contracts.
