            CONFERENCE OF TRIBAL GOVERNMENTS SECOND SESSION

                         CONFERENCE RESOLUTION
     
                Re: Vocational Education Act Amendments
     
     WHEREAS, the Tribal Governments in Conference at Tumwater, 
              Washington, Tyee Motor Inn on April 5, 6, 7 1977 on 
              Human Concerns; and 
     
     WHEREAS, the Vocational Technical Educational Planning 
              Conference held at Tumwater, Washington, Tyee Motor 
              Inn; and 
     
     WHEREAS, the Washington State Tribal Representation protest 
              the Legislative provision of the 1976 Vocational 
              Education Act Amendments which only allows the 
              Bureau of Indian Affairs to contract in the 
              capacity of a State Board; 
     
     WHEREAS, this provision negates the intent of Public Law 93-
              638, Self Determination and the Sovereignty of 
              Tribal Governments. 
     
     NOW, BE IT THEREFORE RESOLVED, in accordance with Public Law 
              93-638, the first priority should be given to 
              Tribal Governments for contracting as a State 
              Board. 

     Introduced and adopted at the Second Session, Conference of 
     Tribal Governments, Tumwater, April 5-7, 1977.
