The Tribal Sovereignty Liaison and Education Project is one part of the Tribal Sovereignty Plan of Action. It emphasizes the liaison between Fourth World governments, and the development and implementation of an Inter-Governmental conflict resolution mechanism between Fourth World governments and states' governments. Furthermore, it stresses monitoring the Convention on Biodiversity, the World Trade Organization and the World Intellectual Property Rights Organization in support of tribal governments to minimize or eliminate this international agreement’s adverse affects on Treaty Relations and other constructive arrangements between Indian nations and the United States; and the provision of Leadership Training through sovereignty workshops, intergovernmental seminars and leadership forums.
